missing-readme (C8112)

The module has no README.

What it does

Checks that the module folder has a README.rst, README.md or README.txt.

Why is this bad?

Odoo shows the README as the module description in the Apps menu, and it is the first place users and reviewers look. The message links to the OCA template.
