manifest-maintainers-list (E8104)

The manifest maintainers is not a list of strings.

What it does

Checks that maintainers is a list of GitHub user names (strings).

Why is this bad?

The OCA tooling reads it to assign reviewers and to render the maintainers section of the README; other shapes break it.
