upgrade-report-act-window-tags (U1703)

<report> or <act_window>, removed in Odoo 17.0.

Applies to Odoo 17.0 and later.

What it does

Reports the <report> and <act_window> shortcut elements in data files.

Why is this bad?

Odoo 17.0 removed both shortcuts: the data file fails to load. Declare a <record model="ir.actions.report"> or <record model="ir.actions.act_window"> instead (string becomes name, name becomes report_name, menu/binding_model_id the binding).
