xml-header-wrong (XML003)

The XML declaration is not <?xml version="1.0" encoding="UTF-8" ?>.

What it does

Reports XML declarations that differ from <?xml version="1.0" encoding="UTF-8" ?>, e.g. in quotes, case or spacing.

Why is this bad?

One declaration for all files keeps diffs and tooling simple.

Fix safety

Safe: the declaration is replaced.
